About the District
Harris County Municipal Utility District No. 188 (the “District”) was formed on March 11, 1980, by the Texas Commission on Environmental Quality (the “TCEQ”) to provide water, sanitary sewer, and drainage to residents of the District. The District is governed by a Board of Directors who are elected or appointed to serve four-year terms.

Tax Rate History
Since 2001, the District has demonstrated a steadfast commitment to fiscal responsibility by successfully reducing the tax rate from $1.50 to $0.41 in 2025. This proactive financial management has allowed the District to provide essential services while consistently reducing the tax burden on our residents.
What Are Bonds?
Before issuing bonds, a Municipal Utility District (MUD) must get authorization from the voters within the District via a Bond Election.
A bond authorization is required in order to sell bonds to fund District projects. Similar to a line of credit that a business might use to fund its projects, a bond authorization does not provide the District with immediate funding, nor is it a "blank check" to fund the entire amount of the authorization without meeting strict regulatory requirements of the TCEQ. While the sum of a bond authorization will be large, bonds may only be sold in increments once necessary projects are ready to begin, or as needed for facility replacement over multiple years.
Step 1: Authorize
BOND AUTHORIZATION = The legal permission from the voters to borrow from a “line of credit” over time, up to the limit set by a bond election. The bond election amount is determined by the engineer, with assistance from consultants, and approval by the Board, after examining all District infrastructure and the financial planning needed to maintain the District’s facilities over time.
Step 2: Issue
BOND ISSUANCE = A portion of authorized bond funds are “borrowed” by the District as needed to fund specific TCEQ-approved projects that were originally included in the engineer’s report for the bond election.
*NOTE: Voter approval grants the District the option, but not the obligation, to issue tax- supported bonds. No additional taxes are levied from authorization alone.*
The proposed water, wastewater, sewer, and drainage bonds in the amount of $44,350,000 are intended to finance the construction costs and engineering fees for maintenance and improvements to the facilities that serve the residential and commercial constituents within the District.

¿Qué son los bonos?
Antes de emitir bonos, un distrito de servicios públicos municipales (MUD por su sigla en inglés) debe obtener la autorización de los votantes del Distrito a través de una elección de bonos.
Se requiere de una autorización de bonos para vender bonos para financiar proyectos del Distrito. De manera similar a una línea de crédito que una empresa podría utilizar para financiar sus proyectos, una autorización de bonos no le proporciona al Distrito fondos inmediatos ni tampoco es un “cheque en blanco” para financiar la cantidad entera de la autorización sin cumplir estrictos requisitos reglamentarios de la TCEQ. Aunque el monto de una autorización de bonos será grande, los bonos solo se pueden vender en pequeñas cantidades una vez que los proyectos necesarios estén listos para comenzar, o según sea necesario para el reemplazo de instalaciones a lo largo de varios años.
Paso 1: Autorizar
AUTORIZACIÓN DE BONOS = El permiso legal de los votantes para pedir prestado de una “línea de crédito” a lo largo del tiempo, hasta el límite establecido mediante una elección de bonos. El ingeniero, con la colaboración de asesores, y la aprobación de la Junta, determina la cantidad de la elección de bonos, después de examinar toda la infraestructura del Distrito y los planes financieros necesarios para mantener las instalaciones del Distrito a lo largo del tiempo.
Paso 2: Emitir
EMISIÓN DE BONOS = El Distrito “pide prestada” una parte de los fondos de bonos autorizados según es necesaria para financiar proyectos específicos y aprobados por la TCEQ que se incluyeron desde el principio en el informe del ingeniero para la elección de bonos.
*OBSERVACIÓN: La aprobación de los votantes le otorga la opción al Distrito, pero no la obligación, de emitir bonos respaldados por impuestos. No se aplican impuestos adicionales por la autorización sola.*
El objetivo de los bonos propuestos para agua, aguas residuales, alcantarillado y drenaje en la cantidad de $44,350,000 es financiar costos de construcción y honorarios de ingeniería para el mantenimiento y la mejora de instalaciones que prestan servicios a los votantes residenciales y comerciales dentro del Distrito.

Trái Phiếu Là Gì?
Trước khi phát hành trái phiếu, một Cơ Quan Dịch Vụ Tiện Ích Thành Phố (MUD) phải được cử tri trong Cơ Quan đó ủy quyền thông qua một Cuộc Bầu Cử Trái Phiếu.
Cần có sự cho phép phát hành trái phiếu để bán trái phiếu nhằm tài trợ cho các dự án của Cơ Quan. Tương tự như hạn mức tín dụng mà một doanh nghiệp có thể sử dụng để đài thọ cho các dự án của mình, việc cho phép phát hành trái phiếu không mang lại ngân khoản tức thời cho Cơ Quan, cũng không phải là một "tấm ngân phiếu trống" cho phép tài trợ toàn bộ khoản tiền đã được cho phép mà không cần tuân thủ các yêu cầu quy định nghiêm ngặt của TCEQ. Mặc dù tổng giá trị của khoản cho phép phát hành trái phiếu có thể rất lớn, nhưng trái phiếu chỉ được bán theo từng đợt khi các dự án cần thiết đã sẵn sàng bắt đầu, hoặc tùy theo nhu cầu thay thế cơ sở vật chất qua nhiều năm.
